WIND LAKE SOLUTIONS ANNOUNCES RELEASE OF SPANS

Mukwonago, WI, October 11, 2006 - Wind Lake Solutions, Inc. announced the release of its SPANSTM (Spatially-enabled Permitting And Notification System) application today.

SPANS is a web-based system which utilizes a highly configurable ASP.net and SQL Server architecture to efficiently facilitate the complex inter-company communication flows associated with joint use pole attachment projects. SPANS' database configurability allows communication flows to be tailored to the specific informational needs of participating companies, while addressing the full lifecycles of attachment project types including attachment requests, transfer notifications, code violations, and others. The SPANS product provides substantial advantages over the paper/phone/fax/email communication practices in use within many utility and communications companies by providing a shared environment within which pole owners and attachers can access and update a common set of project information.

SPANS also offers significant advantages compared to older electronic notification systems through its managed communication flow environment, robust configurability, intuitive user interface, and file attachment functionality.

"We used our knowledge of utility information systems and processes to design and develop a powerful and configurable collaborative management environment, addressing a significant joint use management need" stated Gary Miller, Wind Lake's Vice President - Solutions Development. "As we release SPANS, we also need to acknowledge the contributions of the utility and communications companies that helped us by providing their insights relative to joint use processes and their informational needs", continued Miller.

SPANS Release 1, which is now available for deployment, debuted at the Western Energy Institute's Joint Use Meeting which was held September 23rd through 25th in Las Vegas, NV. Wind Lake Solutions is currently scheduling on-site and web-based SPANS demonstrations for several utility companies which have expressed interest in enhancing their joint use management programs by implementing SPANS.
